It means, that the browser should have in the table of code conversion of 8 bits in 16 and on the contrary. In this case, at use of 8 bits of the Armenian coding with instructions lang = "en" and "charset=utf-8" results in incorrect code conversion of the Armenian text.
Use at a set of the Armenian texts at the coding " Western European (Windows) ", for example, at this coding having replaced in a browser a font on " Arial Am ", too is not correct. In this case in the html document instead the codes of the Armenian text enter the name (!!!) of codes. That, certainly, too it is impossible to apply because of not practicalities and senselessness - is not present identification of language and the coding.
It is possible to apply, when it is not specified lang = "en", and specified "charset=armscii-8" or "charset=x-user-defined". We shall notice, that in all Armenian pages existing in the Internet and systems these approaches are realized.
For creation of the Armenian systems use UNICODE at level OS - a basic mistake as UNICODE is it only the universal coding of different graphic representations and tables of code conversions of 8 bit representations, instead of a construction tool of language systems. All OS are under construction on the basis of 8 bit coding (DOS, MacOS, UNIX family, systems of a database and browsers - Mozilla 6.0), and even Windows on the basis of resources *.nls and CodePages.
In this case propagation UNICODE and its use on these pages, from my point of view, are impossible to admit and are defective.
The given theme - a complex and thin theme. I think it demands separate discussion in which founders of the Armenian systems and people, engaged in localization OpenSourse prodacts should participate.
