Dileco (Distance Learning and Video Conferencing) is aimed to allow video and audio communication within two points using the existing telecommunication system. The software will enable educational institutions, SMEs, governmental agencies and international organizations of a country establish virtual links between its departments and other organizations across a country and elsewhere and facilitate communication and contribute to the development of IT infrastructure in the country. The Dileco tool will help individuals, students and trainers in their study process eliminating the geographical barriers and cost implications. The software is specifically important for developing countries, where Internet bandwidth is low. In the tight economic conditions and the high demand for quality education and communication, the Dileco tool has the potential to become a viable and most demanded product for SMEs, educational institutions, and the public sector throughout a country.

The software is developed using advanced technologies and tools like Java (JBuilder8(9) Enterprise), Java Media Framework (JMF), Javamail API, javax.comm. serial communication package, Microsoft Project 2000/2002.

The software Dileco distinguish with the following unique features among competitive world wide existed products: Camera Control through the Internet for distance learning, Solutions provided for poor Internet bandwidth, Video E-Mail

Dileco project was developed for Canon VCC-1 and VCC-2 web motor-cameras. The code is extensible. If the user have the mentioned motor web cameras, he/she can use the exact code. If the user would like to use another controlled camera, he/she can make minor changes in one java class. He/she needs to have documentation of that camera with exact hexadecimal codes for each command. After doing appropriate changes the software will work.

The interface is shown when running the software through the web. This interface consists of two main parts: Video Reception and Remote control. When the user wants to see only the video stream she/he can just close the “Remote Control”. When she/he is interested in controlling the camera, i.e. move left, right, up, down, zoom in, zoom out, she/he can press the button “Show Remote Control” and immediately the “Remote control”. Presets are previously established positions for the specific part of the classroom or training room.

The video/audio message receiving part of Video E-Mail module is created. Video E-Mail module will provide capability to send and receive Video E-Mail. Consider the situation when you need say something to your friend and you want he/she see you, but connection is not available at that moment or may be he/she is out. You can just record your speech and video and send it to him. Dileco Video E-Mail will empower users to easy record and send video mail. It is required to have only client tool since video message is just a binary data and all modern Mail servers allows to send and receive that data. This is also one of the solutions for poor Internet bandwidth. Using this module for distance learning very important mesages, let's say assignments with explanation, rules or procedures that professor requires will be very useful; students can watch and listen the important message several times.

It is shown in the interface when the user opened the video and audio message.
